Guyana Extradites Citizen to USA Over Fatal DUI Incident

The Government of the Cooperative Republic of Guyana extradited Parmanand Singh, a Guyanese citizen, to the United States of America on Wednesday, January 15, 2025.

Singh voluntarily waived his right to an extradition hearing, consenting to return to the U.S. to face charges stemming from a fatal vehicular incident. The extradition request was first made in September 2024 by the U.S. Government.

Acting on this request, Guyana’s Minister of Home Affairs, Robeson Benn, instructed Chief Magistrate (ag) Faith Mc Gusty to commence the necessary legal proceedings. Singh stands accused of operating a motor vehicle while under the influence of alcohol.

In Florida, his blood-alcohol level was recorded at 0.157 g/dL and 0.158 g/dL—nearly twice the state’s legal limit of 0.08 g/dL. His impaired faculties allegedly caused a collision with another vehicle, resulting in the death of its sole occupant.

Singh himself sustained injuries in the crash and was treated at Broward Health Medical Center, where his blood samples were lawfully obtained and tested. The extradition process began with Singh’s arrest under a warrant issued by Chief Magistrate (ag) Faith Mc Gusty.

The prosecution team representing the U.S. included Lisa Cave, Assistant Director of Public Prosecutions, Ormella Gladstone, Treaty Officer at the Ministry of Home Affairs, and Sergeant Stephan Hinds from the Major Crimes Unit, who led the investigation.

On January 3, 2025, Singh was committed to custody for extradition by Chief Magistrate (ag) Faith Mc Gusty and remained in custody until his transfer to U.S. authorities was finalized. This successful extradition highlights Guyana’s commitment to international cooperation in ensuring justice is served beyond its borders.
